PPWR for Textiles & Apparel: What Fashion Retailers and Manufacturers Need to Know from 12.08.2026

Poly bags, cardboard packaging, hangers, tissue paper and hangtags are everyday items in the textile and apparel sector — yet from 12 August 2026, all these packaging materials will be subject to strict new obligations under Regulation (EU) 2025/40 on packaging and packaging waste (PPWR). Awareness of this regulation is often still low in the fashion industry, despite the considerable packaging volumes generated each season. Those who fail to act now risk fines, market exclusion and reputational damage.

What the PPWR Means for the Textile Industry

The PPWR is the European successor regulation to the existing Packaging Directive and goes significantly further: it establishes binding requirements on recyclability, minimum recycled content, labelling obligations and — particularly relevant for fashion — the gradual restriction of single-use packaging.

For textile and apparel companies, this means in concrete terms: every component that protects, presents or transports a product falls within the scope of the regulation. This includes poly bags used to wrap shirts or blouses, cardboard packaging for shoes or folded garments, tissue paper in gift packaging, plastic or metal hangers, and hangtags and labels where they are connected to a packaging unit.

Specific Obligations from 12.08.2026

1. Demonstrating recyclability All packaging placed on the market must be recyclable in accordance with the categories defined in the PPWR. For poly bags made from mixed plastics, this may require replacing existing materials or at least verifying their conformity. Request written proof of recyclability from your packaging suppliers in accordance with the EU categories.

2. Minimum recycled content The PPWR prescribes graduated minimum quotas for recycled content. Cardboard used for shoe boxes and shipping packaging is directly affected. Work with your suppliers to determine which quotas apply to your material classes and whether your current product range already meets them.

3. Labelling From the reference date, packaging must be marked with standardised EU pictograms indicating to the consumer what material the packaging is made from and how it should be disposed of. This applies to poly bags, hangtags and tissue paper as well. Allow sufficient lead time for redesigning printed materials and labels.

4. Reuse quotas and overpackaging Particularly in distance selling and e-commerce as well as B2B deliveries (e.g. replenishment to retail branches), the PPWR introduces requirements on the reusability of transport packaging. Assess whether your cardboard or poly bags used in branch replenishment are classified as single-use packaging and whether a reusable solution is economically viable.

5. Reduction of empty space The regulation limits the permissible empty space in packaging. Action may be required in particular for generously sized shoe boxes or shipping cartons.

  • Start a packaging audit now: Compile a complete list of all packaging materials used, including supplier, material and weight per unit.
  • Hold supplier discussions: Clarify with your packaging suppliers which products are already PPWR-compliant and which need to be replaced.
  • Plan labelling changes in good time: Print templates and labels require lead time — do not wait until shortly before the deadline.
  • Clarify internal responsibility: Designate a responsible person or department to coordinate the PPWR compliance project.
  • Obtain legally sound advice: Your local Chamber of Commerce (IHK) offers free guidance on sector-specific interpretive questions and current implementation recommendations. Take advantage of this before making major investments.

What happens if we miss the deadline of 12.08.2026?
Placing non-PPWR-compliant packaging on the market after the deadline may result in fines, cease-and-desist notices from competitors and, in the worst case, a market recall. There is also a risk of disadvantages in public procurement procedures that require proof of sustainability. Early implementation is therefore strongly recommended.
