What exactly must be stated or recognisable on the packaging?

From 12 August 2026, Regulation (EU) 2025/40 (PPWR) requires the following labelling elements on packaging placed on the EU internal market for the first time:

1. Material code and plastic identification Plastic packaging must bear the harmonised material code pursuant to Annex VI of the PPWR – typically as a numeric abbreviation combined with the resin identification code (e.g. PET, HDPE, PP). The abbreviation must also be indicated for each relevant material layer on multi-layer composite packaging.

2. Recyclability and collection stream The packaging must indicate whether it is recyclable (Class A–D under the harmonised assessment framework) and to which collection stream it belongs. This information must be formulated in a manner that is comprehensible to end consumers and compatible with the national collection system.

3. Recycled content for plastic packaging If the packaging contains recycled plastic, the percentage of recycled content must be stated. Mandatory minimum quotas will apply from 2030; the labelling requirement establishes the transparency basis from 2026 for subsequent compliance evidence.

4. QR code / Digital carrier (GS1 Digital Link) For packaging categories covered by Annex VII (including plastic consumer goods packaging above certain thresholds), a machine-readable data carrier is mandatory – in practice a GS1 Digital Link QR code. This links to a digital product page containing complete sustainability and material information.

Labelling may be printed directly, applied as a label, or provided digitally via the QR code – provided the applicable minimum size requirements are observed.
