What does it cost to make my packaging PPWR-compliant?
The costs for PPWR compliance consist of several components – and vary considerably depending on how many packaging types you operate.
QR code platform (ongoing): The requirement for a digital product passport via GS1 Digital Link requires a hosted data page behind every QR code. Specialised platforms such as ppwr-qrcode.de charge between €9 and €79 per month depending on the number of SKUs. This is the only true ongoing cost factor.
Label redesign (one-off): For every packaging item that does not yet carry a standardised recycled-content declaration and a QR code field, pre-press costs will arise. Budget €150–€600 per artwork at a design agency, or proportionally less for in-house production. Physical labels for self-printers start at approximately €0.05 per unit.
Material testing (one-off to recertification): If you are required to demonstrate recycled-content shares pursuant to Art. 7 of Regulation (EU) 2025/40, you will need test reports from your suppliers or independent laboratory tests. Per material and certification body: €300–€1,500.
Supplier effort (one-off): Obtaining declarations of conformity and technical data sheets costs primarily internal working time – budget 4–12 hours per supplier.
Overall picture: A mid-sized manufacturer with 5–15 packaging SKUs typically faces one-off costs of €2,000–€8,000 plus a monthly platform fee of €20–€80. The deadline for full labelling compliance is 12 August 2026.
