PPWR-Frage

What is the difference between a static and a dynamic QR code?

A static QR code encodes the destination URL directly into the pattern — it is permanently fixed and can never be changed after printing. If the code points to an outdated page or an expired document, the code is worthless. The label must be reprinted.

A dynamic QR code, by contrast, stores only a short redirect URL that always remains the same. The actual destination — for example your sustainability data sheet or the recycling portal — can be updated in the backend without touching the printed code.

This is critical for the PPWR labelling obligation under Regulation (EU) 2025/40: from the deadline of 12 August 2026, packaging must bear a machine-readable data carrier that gives consumers access to information on material composition, recycled content and correct disposal. The mandatory content will be further specified by the European Commission through delegated acts — as of today, the details have not been finally determined.

With a static code you risk having to produce your labels entirely anew with every content update. A dynamic code decouples the physical label from the digital content: you update the destination page while the printed code remains valid. This reduces reprinting costs and gives you flexibility when delegated acts further specify the mandatory information.

For a legally binding assessment regarding your specific product, we recommend consulting your local Chamber of Commerce (IHK) or a lawyer specialising in packaging law.
